The Town of Oshkosh, Wisconsin, and/or its designated representative is seeking proposals for grant administrative services relating to the Winnebago Area Utility Special Public Facilities Project. The Town of Oshkosh is applying for federal funding from the Community Development Block Grant (CDBG) Program for this project. Proposals will be accepted for 1) provide grant administration services for a Community Development Block Grant (CDBG) award (contingent upon award).

SCOPE OF SERVICES & DELIVERABLES:
The Town of Oshkosh, Winnebago County, Wisconsin is applying for federal funding from the Community Development Block Grant (CDBG) Program for the Winnebago Area Utility District Public Facilities Project.
The focus of the Public Facilities project is to implement the final Feasibility Study identified findings to replacing/updating the existing water and sewer mains/systems and restoring roads for a sanitary sewer and water district in a location in the Town of Oshkosh in Winnebago County, Wisconsin. The location includes most of Butler Avenue and small portion of County Road A, Pickett, and Sherman Road, approximately .675 of roads in the Town of Oshkosh.
Funding for the project is contingent upon a CDBG award. The selected firm(s) must comply with all applicable state and federal policies and regulations pertaining to the U.S. Housing and Urban Development (HUD) and CDBG Program, including but not limited to 24 CFR 570. Minority Business Enterprises, Women Business Enterprises and Disadvantaged Business Enterprises strongly encouraged to apply.
DIRECTIONS FOR SUBMITTAL:
Proposals must be received at the Office of the Jeannette Merten/Town Clerk, Town of Oshkosh, labeled “ATTN: Winnebago Area Utility SP-PF Project Grant Administration RFP Review Committee”, 1076 Cozy Ln, Oshkosh WI 54901; or via email to email@example.com, with the Subject of “ATTN: Winnebago Area Utility SP-PF Project Grant Administration RFP Review Committee”, no later than 5:00 p.m. on Monday, October 7, 2019. The Town of Oshkosh reserves the right to reject any and all Proposals not meeting the requirements of this Request for Proposals for consulting services.

Contact town clerk to have CSM placed on meeting agenda for approval.
Information must be submitted by the Thursday prior to a regular town board meeting to be on the next meeting agenda. Meetings are every second and fourth Monday beginning at 7pm at the town hall.
There is no review fee. The CSM goes directly to the town board for a decision.
Contact Jim Erdman at 920-233-3618. Jim Erdman issues culvert permits. Culvert permits are $300. Jim Erdman will determine the proper type and size of culvert to installed.
Winnebago County Highway Department properly sets all culverts for proper drainage.
Property owner may be subject and responsible for the cost of the culvert and labor to install culvert. The permit fee will be applied towards the total cost.

Election inspectors are exempt from FICA withholdings up to $1400 gross wage per calendar year.
Complete and submit application and site plan to town clerk to be placed as a meeting agenda item. Fill permits are approved by the town board.
There is no review fee requirement.

- Education and training is provided
- Applicants are subject to a criminal background check
Best time to meet with members of the Volunteer Fire Department is the first Monday of the month at the town hall after 6:30 p.m.
